Mike Perry f7e6e852e8 Fix 1108: Handle corrupt or large build times state. 
1108 was actually just a fencepost error in an assert,
but making the state file handling code resilient is a
good idea.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
