teor e77ece3b31 Avoid a compilation warning on macOS in scheduler_ev_add() 
This warning is caused by a different tv_usec data type on macOS
compared to the system on which the patch was developed.

Fixes 23575 on 0.3.2.1-alpha.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
