Make clients wait for 6 seconds before trying to download their consensus from an authority. Fixes bug 17750, bugfix on 0.2.8.1-alpha.

is reasonably secure, but please ensure you read the instructions and
configure it properly.
To build Tor from source:
./configure && make && make install
