Roger Dingledine b78f67dbf5 - Stop calling servers that have been hibernating for a long time 
"stable". Also, stop letting hibernating or obsolete servers affect 
  uptime and bandwidth cutoffs.
- Stop listing hibernating servers in the v1 directory.
