Nick Mathewson 9f31908a40 Turn all of run_scheduled_events() into a bunch of periodic events 
This patch is designed to look good when you see it through 'diff -b':
it mostly leaves entries in the same order, and leaves the code unmodified.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
