Roger Dingledine 7f518873eb Notice v3 cert parsing failures 
If any the v3 certs we download are unparseable, we should actually
notice the failure so we don't retry indefinitely. Bugfix on 0.2.0.x;
reported by "rotator".

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
