Nick Mathewson 6b1592b564 test_practracker.sh: never disable practracker 
When practracker is disabled, its output will be empty.  We don't
want that happening during our tests.

Fixes bug 32705; bugfix on 0.4.2.1-alpha, when test_practracker.sh
was introduced.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
