David Goulet 65c7d33d33 relay: Support IPv6 when checking if our address changed 
Now support IPv4 _and_ IPv6.

This also cleans up nicely the function that was moving IPv4 addresses from
uint32_t to tor_addr_t.

Fixes #40058

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
