teor 6370fb77c5 Refactor bridge download statuses to increment on attempt 
We were always incrementing bridge download statuses on each attempt,
but we were using the "increment on failure" functions to do it.
And we never incremented them on failure.

No behaviour change.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and

To build Tor from source:
        ./configure && make && make install
