Nick Mathewson 601b41084a Bulletproof the safe_timer_diff function 
Originally it can overflow in some weird cases.  Now it should no longer
be able to do so.

Additionally, limit main's timers to 30 days rather than to 38 years;
we don't actually want any 38-year timers.

Closes bug 17682.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
