no actual changes here -- but the new indenting makes it clear that the fixes in #18332 were not as good as they should have been. the next commit will deal with that.

between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.
To build Tor from source:
./configure && make && make install
