Let external bridge reachability testing tools discard cached bridge descriptors when setting new bridges, so they can be sure to get a clean reachability test. Implements ticket 40209.

is reasonably secure, but please ensure you read the instructions and
configure it properly.
To build Tor from source:
./configure && make && make install
To build Tor from a just-cloned git repository:
