teor 004ec8dc58 Restore support for test-network.sh on BSD and other systems without bash 
(But use bash if it's available.)
This is a workaround until we remove bash-specific code in 19699.

Fixes bug 21581; bugfix on 21562, not in any released version of tor.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
