o Minor bugfixes (relays):

- Check that both the ORPort and DirPort (if present) are reachable
|
|
before publishing a relay descriptor. Otherwise, relays publish a
|
|
descriptor with DirPort 0 when the DirPort reachability test takes
|
|
longer than the ORPort reachability test.
|
