Roger Dingledine 753a764939 backport r14329 and r14334: 
Make relay cells written on a connection count as non-padding when
tracking how long a connection has been in use. Bugfix on
0.2.0.1-alpha. Spotted by lodger.

Roger Dingledine 80ac7afb2e If we set RelayBandwidthRate and RelayBandwidthBurst very high but 
left BandwidthRate and BandwidthBurst at the default, we would be
silently limited by those defaults. Now raise them to match the
RelayBandwidth* values.

Roger Dingledine 3abafccd0e Start choosing which bridge to use proportional to its advertised 
bandwidth, rather than uniformly at random. This should speed up Tor
for bridge users. Also do this for people who set StrictEntryNodes.

Re-tune mempool parametes based on testing on peacetime: use smaller chuncks, free them a little more aggressively, and try very hard to concentrate allocations on fuller chunks.  Also, lots of new documentation.

The SSL portion of the revised handshake now seems to work: I just finally got a client and a server to negotiate versions.  Now to make sure certificate verification is really happening, connections are getting opened, etc.
