generate-instance-json.sh improvements. 
* Add `-e` option to have script always return exit code 0 except after
  fatal JSON processing errors.

* Have script write explanatory message to stderr if it's awaiting a CSV
  file over stdin.

Now that Libreddit has resumed development, I've removed the paragraph motivating the original need for this repo, which has since been incorporated into the Libreddit project.
