Update CI config ( #498 )

* switch to Node.js 14.x
* specify `FORCE_COLOR: 2` so that we get colored output
* remove unneeded `CI: true` env variable since it's already being set by the runner
* update to `actions/setup-node@v2`
* add a comment about `wheel` installation
