core: add remote controller discovery with multicast (#3369)

* draft multicast chat api

* prepare tests

* Plug discovery into chat api

* Add discovery timeout

* post-merge fixes

* rename discovery state to match others

* update for unified invitation

* fix review notices

* rename, remove stack, update simplexmq
